Synopsis:
Academy Commandant, Lazard’s revolutionary approach to police recruiting, proved it was possible to take men and women from all walks of life and transform them from inept, blundering, misfit civilians, into inept, blundering, misfit cops. But now a fiscally troubled Governor has decided that cut-backs must be made and thus begins a see-saw of half wits.
